On Friday, February 27, 2026, from 12 noon–1:00 ET, the Penn State Center for Agricultural and Shale Law, alongside the Pennsylvania Department of Agriculture’s (PDA) Agricultural Business Development Center (ABDC), will present the next webinar in the Understanding Agricultural Law Educational Seriesa course designed to develop subject matter literacy and competence on fundamental issues of agricultural law for attorneys and business advisors who work with or represent agricultural or rural clients but may not necessarily specialize in agricultural law: 

“Understanding the Basics of USDA’s National Appeals Division” with guest presenter Devin Winklosky, Nelson Mullins (Administrative Judge, U.S. Department of Agriculture, National Appeals Division/Office of Hearings and Appeals, 2020-2025)

Created by statute in 1994, the U.S. Department of Agriculture’s (USDA) National Appeals Division (NAD) administers hearings for individuals challenging adverse USDA agency program decisions, such as loan or payment denials. USDA states, “Anyone who disagrees with an agency program decision can resolve their dispute by filing an appeal with NAD and receiving a hearing,” which “provides an opportunity for an appellant to present their case, including any new evidence, before an independent Administrative Judge.” 

This webinar, presented by former USDA Administrative Judge Devin Winklosky, will provide an overview of the USDA National Appeals Division (NAD), including NAD’s structure, applicable USDA agency programs, and the appeal process. Additionally, this webinar will discuss appeal hearings, the post-hearing process, and appeal determinations. 

1 hour of substantive CLE credit available for Pennsylvania-licensed attorneys at no charge.
