On November 20, 2024, the Pennsylvania Department of Agriculture (PDA) Secretary Russell Redding issued a general quarantine order—effective immediately and published in the Pennsylvania Bulletin on November 23, 2024 (54 Pa.B. 7570)—requiring bulk testing of milk from Pennsylvania farms for highly pathogenic avian influenza (HPAI). Dairy Policy: USDA Publishes Proposed Rule to Amend Federal Milk Marketing Order Pricing 🌾
On July 15, 2024, the U.S. Department of Agriculture (USDA) Agricultural Marketing Service (AMS) published in the Federal Register a proposed rule (89 FR 57580) “to amend the pricing provisions in the 11 Federal Milk Marketing Orders (FMMOs)” (AMS-DA-23-0031). Also announced by AMS, the agency issued the proposal following a hearing on the FMMO pricing formula, held August 2023–January 2024. On February 2, 2024, the U.S. Department of Agriculture (USDA) received an order “Notification to the Hearing Clerk Pursuant to 7 CFR § 900.10” for the National Federal Milk Marketing Order Pricing Formula Hearing, which began on August 23, 2023 and ended after forty-nine days on January 30, 2024. According to the notice, 511 exhibits were introduced in the hearing.
