Oil and Gas Leasing: BLM Proposes Oil Drilling Royalty Rate Increase ⚡
On Monday, July 24, 2023, the Bureau of Land Management (BLM) proposed a rule that would raise royalty rates for oil drilling on public lands.  According to the BLM, the proposed rule conveys the goals of the Inflation Reduction Act.  The rule would increase the royalty rate from 12.5 percent to 16.7 percent.  Additionally, the rule would set rental fees for oil and gas leases issued in the next ten years at $3/acre for years 1 and 2, $5/acre for years 3 through 8, and $15/acre year 9 and onward.  The proposed rule is open for public comment on the Federal Register until September 22, 2023.

Methane Emissions: Federal Agencies Announce Notice of Intent to Monitor and Reduce Methane Emissions
On Monday July 24, 2023, the Environmental Protection Agency (EPA), U.S. Department of Energy (DOE), and DOE’s National Energy Technology Laboratory (NETL) announced a funding initiative to track and ultimately decrease methane emissions from the oil and gas sector. Up to $350 million in formula funding will be provided to eligible states to identify and “reduce methane emissions from low-producing (marginal) conventional wells.” Additional competitive solicitations for methane mitigation are planned, and technical assistance will be offered to support cost-effective solutions. The Methane Emissions Reduction Program is part of President Biden’s Inflation Reduction Act, providing $1.55 billion in funding for methane emissions reduction and environmental restoration.
