National Energy Policy: EPA Announces Final Rule on Renewable Fuel Standards ⚡
On June 21, 2023, the Environmental Protection Agency (EPA) announced the final rule on renewable fuel standards under the Renewable Fuel Standard (RFS) program. This rule establishes the applicable volumes and percentage standards for various types of renewable fuels for the years 2023 to 2025 under the Clean Air Act. According to the final rule, this includes “cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel.” This action also speaks to the judicial remand of the 2016 standard-setting rulemaking and introduces regulatory changes to the RFS program, such as the treatment of biogas and other adjustments that will increase the program’s success in the future. The rule will take effect when it is published in the Federal Register, which is yet to be determined.

National Energy Policy:  DOE Purchases 3.2 Million Barrels of Crude Oil for Strategic Petroleum Reserve
On June 30, 2023, the United States Department of Energy (DOE) Office of Petroleum Reserves announced that it had finalized four contracts for the purchase of 3.2 million barrels of U.S.-produced crude oil for the Strategic Petroleum Reserve (SPR).  The DOE had initially posted a Request for Proposal (RFP) on June 9, 2023, and in response received 28 proposals from 9 companies.  According to a June 30, 2023, DOE press release, the contracts are part of the current administration’s effort to replenish the SPR after his release in response to supply chain disruption caused by war in Ukraine.  The crude oil is to be delivered to the Big Hill SPR storage site from September 1, 2023, to September 30, 2023.
