In 1981, the Pennsylvania General Assembly passed the Agricultural Area Security Law (AASL), whose objective is to protect agricultural operations from extensive urbanization. Under the AASL, landowners are given the opportunity to enroll their lands in an Agricultural Security Areas (ASA) Program in order to benefit from a certain number of protections, including against local regulations or ordinances which may restrict agricultural activities and land condemnation from state agencies. Enrolling in the ASA program also gives a landowner the possibility to participate in the Pennsylvania Agricultural Conservation Easement Purchase Program.
