On January 4, 2023, Brook Duer will present at the Green Industry Conference, hosted by Penn State Extension. At 9:00am, Brook will provide the keynote, “H-2A and H-2B Visa Reform: Are We There Yet?” Later, Brook will also moderate a panel discussion, “Labor Roundtable Discussion: H2A and H2B Visas.” In the roundtable, Brook will be joined by Gregg Robertson, Pennsylvania Landscape & Nursery Association and Chris Uhland, Harmony Hill Nursery.

The history of dissatisfaction with the non-immigrant temporary worker visa program is as long as the program itself. On March 18, 2021, Congress was as close as ever to achieving reform, but as 2021 and 2022 wore on, the prospects worsened. As we turn the page to 2023, let’s reset the conversation. Will the new Congress be able to cobble together a bill with enough bipartisan support to be enacted? Or will the roadblocks just get bigger?
