Dairy Policy: Pennsylvania Milk Board Publishes Order Continuing $1 Over-Order Premium 🌾
On June 4, 2025, the Pennsylvania Milk Board (PMB) published Official General Order No. A-1021 on its Official General Orders webpage. The order, effective July 1–December 31, 2025, will replace Official General Order No. A-1020, issued in December 2024, and will continue the $1.00 per hundredweight over-order premium on all Class I milk produced, processed, and sold in Pennsylvania. According to the order, milk dealers and cooperatives must show to their respective producers and members “by line item on their monthly statements . . . the specific amount of . . . the over-order premium being paid.” The order follows a hearing held May 7, 2025. Agricultural Labor: Department of Labor Announces Opinion Letter Program
On June 2, 2025, the U.S. Department of Labor (DOL) announced an opinion letter program to “help[] workers, employers and other stakeholders understand how federal labor laws apply in specific workplace situations.” DOL states that (1) the Wage and Hour Division and the Veterans’ Employment and Training Service “will issue opinion letters,” (2) “the Occupational Safety and Health Administration will provide letters of interpretation,” (3) “the Employee Benefits Security Administration will release advisory opinions and information letters,” and (4) “the Mine Safety and Health Administration will provide compliance assistance resources through its new MSHA Information Hub.” Additionally, DOL has created an opinion letter landing page, which the agency states “allows users to explore past guidance and . . . submit new requests to the appropriate agency.”

National Agricultural Policy: USDA Publishes 2026 Discretionary Budget Summary
Recently, the U.S. Department of Agriculture (USDA) published its 2026 discretionary budget summary request and corresponding explanatory notes in accordance with the White House 2026 budget request, issued May 2, 2025. According to the USDA budget summary, “the 2026 request for discretionary budget authority to fund programs and operating expenses is $23.0 billion, which is . . . $6.7 billion, below the 2025 Enacted levels.”
