Penn State Presents Solar Law Symposium

On June 15 and 17, 2021, the Center for Agricultural and Shale Law joined the Marcellus Center for Outreach and Research, Penn State Dickinson Law, and Penn State Extension in sponsoring the Penn State Solar Law Symposium.

The symposium was geared for both beginning and intermediate levels of knowledge about photovoltaic electrical generation for the grid and was designed in a progressive manner, each session building upon the knowledge gained in the last. The presenters discussed the legal facets of the proliferation of utility-scale solar  development project proposals in Pennsylvania, across the region, and throughout much of the United States.  In order of appearance, our presenters included: Tom Murphy, Dan Brockett, Brook Duer, Peggy Hall, Alyssa Edwards, Phillip Guerra, Mohamed Badissy, Robert Young, and Seth Blumsack. Sessions included:

Session 1 – Overview of Pennsylvania Utility-Scale Solar Development: Why Here, Why Now?
Session 2 – Anatomy of a Utility-Scale Solar Leasing Relationship
Session 3 – Negotiating the Best Deal for a Landowner
Session 4 – Utility-Scale and Community Solar Projects from the Developer’s Perspective
Session 5 – Municipal Approvals & Community Engagement
Session 6 – Policy Drivers and Government Incentives: Present and Future
