On November 18, 2025, from 12 noon–2:00 pm ET, the Center for Agricultural and Shale Law, alongside Penn State Extension and sponsored by the Pennsylvania Department of Labor and Industry through funding from the U.S. Department of Labor, will present the third agricultural law webinar in the AgWorks program:

Webinar No. 3. I-9 and ICE Raids—Protecting Your Business

This timely AgWorks Law webinar will provide a clear understanding of the legal authority—and limits—of the United States Department of Homeland Security (DHS) and its personnel during two situations in which farm and food employers may interact with them: I-9 audits and ICE raids.

An I-9 is a physical inspection, with seventy-two hours’ advance notice, of an employer’s paperwork and compliance with law in the completion and retention of the I-9 work authorization form for all employees. An ICE raid is generally an unannounced visit by DHS’s Immigration and Customs Enforcement (ICE) to the workplace, or involving an employer’s vehicles, to inspect for one or more individuals by name.

Participants will learn about both employer and employee rights, the role and authority of DHS personnel during audits and inspections, best practices for employers before, during, and after these occurrences, and the competing interests that can arise when interacting with DHS officials. They will also receive practical guidance on how to prepare, including establishing clear protocols, responding appropriately to visits, and taking proactive steps to safeguard a business while maintaining compliance with federal requirements. During an optional second hour, participants may ask legal questions and share examples for discussion with the attorneys.

AgWorks: Connecting Agricultural Businesses to Workforce Services and Training

Project Background

From 2025 to 2027, Penn State Extension and the Penn State Center for Agricultural and Shale Law will collaborate with farms and agriculture-related businesses to strengthen the workforce system. This initiative aims to support employers, expand opportunities for workers, and enhance employment conditions throughout the agricultural sector.

Workforce Help for Farms and Agribusinesses

AgWorks will provide 100 registered small- to medium-sized Pennsylvania farms and agribusinesses with no-cost training and consultation in the following areas to ensure business sustainability:

  • Hiring and Retention
  • Business Operations
  • Compensation and Benefits
  • Legal Counseling *
  • Health and Safety
  • PA CareerLink® services to help farms and Agribusinesses

Additional resources may be available to those who register and consult with their Workforce Consultant.

Webinars and Private Consultation

Over the next two years, we will offer over 90 webinars that will be recorded and available to those participating. The webinars are open to participating organizations and their employees.

Registered participants can also speak with their workforce consultants to utilize tailored consulting and other services that fit their professional needs.
